Vic Gov Department of Transport and Planning has released its Macaulay Advisory Committee report.
I helped with the transport advice from the city council's perspective and, happily, the report has upheld much of the transport related elements.
However, it's recommended making some of the design and land title issues 'discretionary' (meaning developers can negotiate).
Key matters:
1. The car parking rate for new development in the areas mapped below is proposed to be zero.
2. It's proposed to exempt the land use 'car park' from the zero maximum rate to promote the provision of consolidated public parking facilities.
3. Of car parking that is provided as part of new development, it should be held in common ownership and spaces assigned or leased based on demand for those spaces (rather than locking spaces away on a land title that ends up being unused).
4. A proposed minimum of one bicycle parking space per new dwelling, plus various rates for other uses generally exceeding the default provision.
