When Democracy Needs a Qualification
What’s a conspiracy theory you actually find believable?
The Qualification Conspiracy
Ministry of Satirical Affairs Emblem
An opinion by Advocate Shethem
There is a popular belief that sounds perfectly reasonable at first glance:
Only literate, educated and suitably qualified people should be allowed to contest elections.
Running a country is serious business. Surely the people applying for the job should have minimum qualifications.
It sounds sensible.
Which is precisely why the Ministry of Satirical Affairs has decided to investigate it.
Not because the idea is necessarily wrong.
But because whenever something sounds too sensible, it deserves a little suspicion.
Ministry of Satirical Affairs: Advocate Shethem
The Education Problem
Let us begin with education.
We regularly complain that schools and colleges do not adequately prepare young people for real life.
Degrees don’t guarantee employment.
Examinations don’t necessarily measure understanding.
Academic success doesn’t automatically produce common sense.
And memorising answers is not the same as knowing what to do when reality refuses to follow the textbook.
Yet when it comes to politics, we suddenly treat educational qualifications as a reliable measure of leadership.
This raises a modest question:
If our education system isn’t practical enough to prepare someone for life, why are we so confident that it is practical enough to prepare them to govern everyone else’s?
Perhaps the certificate comes with a hidden subject called Leadership, Empathy and Understanding of Human Beings.
I may have missed that examination.
The Scholar and the Street
There is another assumption worth examining.
We often assume that someone who has spent many years studying must necessarily understand society better.
But education can teach you many things.
It does not automatically teach you what it feels like to stand in a queue for a government service.
It does not automatically teach you what happens when your monthly income disappears before the month does.
It does not automatically teach you how a policy designed in an air-conditioned conference room behaves on a street corner.
A scholar may have extraordinary knowledge.
A person with little formal education may have extraordinary wisdom.
And, unfortunately, both may occasionally be completely wrong.
Democracy has always had to deal with this inconvenient fact.
Human beings cannot be neatly sorted into Wise, Qualified, Unqualified and Please Do Not Let Near A Microphone.
The Qualification Fallacy
The bigger problem is that we are quietly converting one useful quality into a certificate of every other quality.
Literacy is useful.
Education is useful.
Knowledge is useful.
But literacy is not wisdom.
Qualification is not character.
Intelligence is not integrity.
And a degree certainly does not come with an automatic upgrade to empathy.
We have highly qualified people who commit sophisticated financial crimes.
We have highly educated people who display spectacular arrogance.
We have bureaucrats with impressive qualifications who can occasionally demonstrate acts of stupidity, ignorance and administrative creativity that deserve academic recognition of their own.
So perhaps the question isn’t whether politicians should be educated.
Perhaps the question is:
Why do we assume that education is sufficient evidence of good leadership?
The Criminal Record Clause
Then comes another popular proposal:
People facing criminal charges should not be allowed to contest elections.
Again, the intention sounds reasonable.
But let us pause before writing the rule.
A criminal conviction is one thing.
A criminal allegation is another.
If merely having a criminal case filed against someone is enough to make them ineligible, we create an interesting new political opportunity.
Political opponents could potentially become very interested in the criminal justice system.
We might eventually need a new profession:
Election Eligibility Consultant.
Specialisation: strategic complaint filing.
A system designed to keep criminals out could, if poorly designed, become a system designed to keep competitors out.
That would be an unfortunate upgrade to democracy.
The Great Political Entrance Examination
Some have suggested going one step further.
Why not have an entrance examination for politicians?
An eligibility test.
A minimum score.
Perhaps General Knowledge.
Economics.
Constitution.
Public Administration.
Current Affairs.
Maybe even a compulsory paper on Common Sense.
There is only one small problem.
We already have examinations.
And we have occasionally demonstrated a remarkable national ability to leak them.
Now imagine the political version.
Question paper leaked.
Answer key disputed.
Coaching institutes mushroom.
Political party accused of influencing the exam board.
High Court orders re-examination.
Candidates demand grace marks.
Someone discovers that the syllabus was changed without notification.
We would have successfully created a democratic system where democracy itself needs to pass an entrance examination.
But Who Sets the Examination?
This is where the proposal becomes more complicated.
Who decides what a good politician should know?
Who writes the syllabus?
Who sets the questions?
Who evaluates the answers?
Who appoints the evaluators?
And, most importantly:
Who decides who gets to design the system that decides who gets to participate in the system?
If the people controlling the eligibility process are politically biased, they could design perfectly respectable-looking rules that conveniently produce perfectly respectable-looking candidates who happen to agree with them.
The examination would remain objective.
The syllabus would remain neutral.
The process would remain transparent.
And somehow, everyone who disagreed would fail.
A remarkable coincidence.
What Happens to Diversity?
There is another question we don’t ask often enough.
What happens to representation if everyone entering politics must meet the same academic definition of qualification?
We may end up with a Parliament that looks excellent on paper.
Highly educated.
Highly qualified.
Highly literate.
Extremely impressive résumés.
And perhaps considerably less representative of the population it is supposed to represent.
If everyone in Parliament comes through the same educational pipeline, from similar institutions, with similar qualifications and similar social experiences, we may accidentally solve the problem of unqualified leadership by creating a different problem:
qualified uniformity.
Democracy was never supposed to be a recruitment drive for one particular type of person.
Leadership Is Not a Degree
Leadership can certainly be helped by education.
A good leader should be capable of understanding information, asking questions, listening to experts and making informed decisions.
But leadership is also about judgment.
Courage.
Empathy.
Negotiation.
Accountability.
Understanding people.
Understanding consequences.
And sometimes understanding what you don’t understand.
None of these qualities has a guaranteed passing score.
Life teaches some of them.
Failure teaches some.
Responsibility teaches some.
People teach some.
And, occasionally, a very expensive education teaches absolutely none of them.
That is why democracy contains an uncomfortable principle:
People get to choose.
They may choose wisely.
They may choose badly.
They may change their minds.
They may regret their choice.
They may surprise everyone.
That is not a defect in democracy.
That is democracy.
The Final Objection
Perhaps we should therefore be careful before declaring that only the literate, educated or academically qualified deserve the right to contest elections.
We can demand transparency.
We can demand accountability.
We can demand disclosure of criminal convictions, financial interests and qualifications.
We can educate voters.
We can improve political institutions.
We can make candidates answer difficult questions.
We can judge them relentlessly.
But creating an official certificate declaring someone “Qualified to Govern” may give us something democracy was never designed to provide:
the illusion that leadership can be scientifically certified.
And perhaps that is the real conspiracy theory.
Not that unqualified people enter politics.
But that somewhere, hidden inside a university, examination board or government office, there exists a qualification capable of identifying the people who are qualified to lead everyone else.
I have looked.
I have found no such certificate.
Yet.
— Advocate Shethem
The Ministry has therefore provisionally concluded that education is an excellent qualification for education, knowledge is an excellent qualification for knowing things, and neither comes with an automatic certificate for governing human beings.
Meet the Ministry
Important end note:
Can complex human qualities really be reduced to certificates?
The Ministry has already attempted to certify adulthood.
The Ministry has investigated conspiracy theories before—from the seductive promise of lifelong learning to the financially alarming theory that cars are bad for your finances. Both investigations left us with more questions than answers, which is generally how Ministry investigations conclude.
