Indeed, good question. The presentation is not detailed enough to make a good judgment about the relationship of their goals in comparison to that of the #taler project.
Here is what I would say, though:
1) The goal of the #ngitaler project is to become available for all citizens and businesses in the Eurozone, even though only one bank (GLS) is operating it. In comparison to their plans, #ngitaler doesn't require additional banks to operate their GNU Taler exchange, in order to benefit the whole Eurozone. (But also doesn't hinder it neither - every bank in the Eurozone or elsewhere is welcome to run a GNU Taler exchange.)
2) The goal to make the so-called wholesale money (i.e. the financial inter-bank operations) more efficient (and then hopefully cheaper and better for society), is laudable. If their (vague) ideas of "stablecoin" based on something something will provide that: great!
In summary: with the current level of information about their plans, it is not clear if #gnutaler and their system would complement or compete with each other.
That being said, if you have ideas how to integrate Taler into OSS blog/site generators such as Hugo etc., those would totally be eligible for funding via one of our Open Calls, see nlnet.nl/taler/
Indeed, that's frustrating. While the fediverse handle for taler-ops gets ready, let me forward you the answer from the Taler Ops team:
(1) There was a recent hick-up processing inbound wire transfers because someone used a vanity IBAN that was rejected by our IBAN validator and the system conservatively refused to process all other transactions as well until this was resolved. However, that was resolved and merely starting the Taler wallet(s) and waiting a few seconds should show the digital cash now. (2) Some users had some typos in their wire transfer subjects, in which case the money will also not arrive in the wallet. However, it will be transferred back into their bank accounts automatically. (3) Wire transfers in Switzerland can regularly take 2-3 days, so patience may be required. (4) If all fails, the exchange always transfers money that is not withdrawn back after about a month.

If I understood things accurately — Taler doesn't protect the privacy of the payer from everyone.
Although I should say, that — protecting the payers privacy from the payee is still valuable — even if that is the limit of what Taler provides.

But, now, it seems to me that — Taler only protects the privacy of the payer from the payee (and perhaps also the Taler Exchange).
If I understood things accurately — the payer's privacy isn't protected from whomever is holding their funds — ex: their bank.
